Approvals are getting stuck

In our instances, approvals for Timecard, Core HR, Absence etc. are getting stuck. For Core HR we have resubmit action on the transactions and if we resubmit the transaction gets assigned successfully. But for OTL, Absence the resubmit option is not there. Has anyone else facing this issue for their instances as well? Is this a bug? Has anybody able to close it?

Any insight would help. Thanks :)

PS: We have already raised SR but not getting required response.
