Upload Button Missing on Manage Configurations Page

We are experiencing an issue where the Upload button is missing on the Manage Configurations page, and we are looking for guidance on whether specific prerequisite configurations is required.

• We understand that to upload configuration files, we must first create and enter an active Sandbox.
• We have successfully created/entered a sandbox, but the Upload option remains unavailable/hidden and only the Download option is available on the Manage Configurations screen.

User Access & Roles:

• The user attempting this task hold all standard Implementor roles (including Application Implementation Consultant).
