Lock users via import management or REST API

In preparation for major deployment in Oracle Sales Cloud application (via CSM and Manual Configuration - Import Mapping, Webservices, Email Templates, Data Conversion, etc.), we are considering locking most of our users out of the application for a week.

We are looking into 2 ways to automate bulk process:

  1. Via Import Management
  2. Via OIC using REST API calls

We have already done some POCs but no luck. Is there a way to automate locking users out of the application using either of the 2 methods that we may have overlooked or guide us into the right direction?
