File Upload Without Data Exchange

Is it possible to provide only the file upload capability to users, without giving users access to Data Exchange itself?

I was just wondering if there is any native way, or workaround, to provide only the file upload capability through something like Task Manager task for example, that way we can just provide users a simple Groovy business rule to execute the integration itself, without ever opening up data exchange/location security access to non-admins.
