Exclude burden cost from budget check

We have a requirement where burden cost should bypass budget check. Burden cost lines are created as separate expenditure item.

We updated the configuration to exclude burden costs from budget check in the 'Manage Budgetary Control' page.
We did some testing and, separate burden expenditure line item is excluded from fund check but the original cost is still reserving funds based on burdened cost
How do i make sure that budget is getting reserved only for the actual cost and not for the sum of actual cost including burden
