Personalize redwood page to prevent item structure component deletion

Our current projects needs a supported way to prevent accidental or unauthorized component deletions directly from the Redwood Item Structure UI.

The current Redwood UI gap is that the Delete button is openly accessible to any user with structure management access in Redwood page, with no ability to restrict it independently from other structure maintenance activities (adding/editing components). Also redwood does not mandated adding a component to a delete group and deletes it immediately once line is selected, deleted and saved in the redwood structures tab itself.

We are exploring two possible solutions:

1. Personalization / Page Composer — Hide or disable the Delete Component button on the Redwood UI, configurable by role, consistent with how other Fusion pages support UI personalization.
