Renew option is not available for procurement contract

in Enterprise Contracts

Summary:

We created a procurement contract which is converted from the negotiation. Our contract does not have any lines, only the contract terms and agreement amount is available.

We would like to allow the manual contract renewal and we have set up the renewal rule. But the renew option is not available under Action. Could you please help advise if there is any documentation we can follow ?
