Where should role skills show up on Skills Center?

We have set up skills on our job profiles, and all employees are in a job.

Previously after running the 'propagate dynamic skills to workers' process, these role skills populated on the 'Skills I'm Developing' section of the worker's skill center page, as we had expected. However we were having an issue that when self-rated, these required role skills were NOT moving to 'Skills I have', even though the skills setting Move skills to attained only after they’re validated was turned off.

To try and get this working I turned this setting on and off again, and re-ran the 'propagate dynamic skills to workers' process.
