Do i need an Fusion license to use the planning agent?

Consider a customer has only an EPM enterprise subscription, I'm trying to determine whether they need a Fusion license to use the upcoming Planning AI Agent? Based on my understanding, at present, a Fusion subscription is required to use the AI Agent Studio. However, is it planned that customers who don't have the Fusion Subscription could still use and deploy Planning agents?
