PO Charge Account — Cost/Profit Center segment not derived from segment rule

Env: Purchasing TAB | TAD: CKH_AT_TAD (Active) | COA: CKH_OPCO_COAI_AUSTRIA | BU: CKH_AT_BU
Issue: For the Charge Account type, the Cost/Profit Center segment rule (CKH_AT_CPC_SEG3) is not deriving a value, so segment 3 falls back to the Account Combination Rule (CKH AT Charge Account Rule) constant.
Expected: Segment 3 = 7521, from Ship-to Organization Item Expense Account (resolves to 3916.690554.7521).
Actual: Segment 3 = 7401 (the combination rule's constant). PO account = 3916.690554.7401.
Key facts:

Segment 2 (690554) is derived correctly from that same source 3916.690554.7521, proving the source resolves and overrides the combination rule.
Segment 3 (CPC) is not — it returns null and falls to the combination constant. Confirmed by changing the constant 7401→1101, which changed segment 3 to 1101.
