FCCS - Unable to update ownership management for a new alternate hierarchy without unlocking other hierarchies; copy-to-next-year fails with "Entities are Locked" error

Environment

  • Oracle EPM Cloud - Financial Consolidation and Close (FCCS)
  • EOBP (Enable Ownership-Based Processing) feature enabled
  • Application has one primary hierarchy and multiple alternate hierarchies
  • Application history spans FY18 P1 through FY26 (current period)
  • All historical periods (FY18 P1 through prior to current) are locked in Ownership Management and Approval Units across all existing hierarchies

What I'm trying to achieve

I have created a new alternate hierarchy for consolidation purposes that needs historical opening balances. To establish accurate opening balances at the new alternate hierarchy's sub-consolidation parent nodes, I want to run consolidation for the new alternate hierarchy sequentially from
