Compensation - Synchronize Grade Step Rate - future new hire and Future Transfer issue

Summary: In Grade step progression process, able to select employee based on future Grade ladder as of entered future effective date. But in Synchronize Grade step process, future salary details are not considered to run for an employee. Similarly not able to select future new hire employee to run sync process.

Ex: Emp A - current assignment is assigned to 'Grade ladder A'. Emp A is transferred with future date (say 10/01/2026) to new position having new 'Grade ladder B'.

In Grade step progression submission page, Emp A is available in Individual Person population Filter when Grade ladder = 'Grade Ladder B' and Effective date = 10/01/2026.
