Best approach for managing schedules for 500 departments without Workforce Scheduling

We are implementing Oracle Time and Labor and have a requirement to manage schedules for a large workforce spread across 500+ departments.
We are not using Oracle Workforce Scheduling. However, we have a requirement for department-level roster/schedule managers who should be able to manage schedules for employees within their respective departments.
One approach we are considering is creating 500+ HCM Groups (one per department) to identify employee populations for the respective roster managers. However, we are concerned about the scalability, maintenance effort, and potential performance impact of managing such a large number of HCM Groups.
