Business Rule section is not available for Personal Payment Method Page

in Visual Builder Studio for HCM

We want to create business rule to control the Payment Percentage / Amount split in Personal Payment Methods. When we try to open VBCS on following page -

My Client Groups > Show More > Personal Payment Methods > Add New

For this page, Business Rule section with Configure Field and Region button is not available
