per_national_identifiers security?

Does the table per_national_identifiers have AOR security? I see quite different row counts depending on whether I run a count (*) from pni when logged in as a country HR representative (32K) or myself (116K). This suggests that it is a secure table.

I am working on a report, the design intent of which is to allow a country user to find cases were the exact same national identifier has been used for two distinct person numbers, even across national borders. If per_national_identifiers has security that restricts a country user to just his or her country, this cross-border use case is frustrated, isn't it?
