How to restrict OTL Costs from Appearing in Project Cost area

The organization is facing an issue where employees enter timecards in both Oracle Time and Labor (OTL) and a third-party system. During the Import Costs process, costs are imported from both sources, leading to duplicate project costs.

The requirement is to consider only DPR (third-party) costs for project costing, but client needs OTL time entry for payroll and reporting purposes.

The requirement is that timecards must be entered against a project, but they should not appear in project cost. We want to restrict this.

We considered using Worker Time Processing Profiles (Time Consumer Set) in Oracle HCM, but this requires employee-level assignment, which is not feasible due to lack of visibility of future workforce allocation.
