Issue with 'Specific Reports', Manager is unable to find direct reports in assign Learning

We are facing an issue while managers are assigning courses to their direct reports.

When the Assignee Selection Type is set to "Specific Reports", the manager is unable to find their direct report employee in the list.

Could you please help us understand why the direct reports are not appearing and advise on how to resolve this issue?
