Document BN rule

We are facing an issue with the Document when it os uploaded using the action , if the document file name containes (&) this symbol then the file s not getting open after we upload to OTM so is there any provision to hanlded , i also tried to generate or chnage the BN rule but still the xis is getting genarted form file name only
