Seeking Supplier Capacity through Supplier Portal without SCP implemented

Customer plans their supplies in a third party system but will use Oracle Fusion Supplier Portal for Supplier profiling and purchasing activities. Customer wants to have a single portal to interact with Suppliers, instead of having a separate purchasing and planning portal for the Supplier to log into.

Given this, the Customer expects Suppliers to enter their capacities (per item) and constraints calendar in Oracle Fusion Supplier portal, which can be leveraged to plan supplies in the third party system. The supply plans will NOT be interfaced to Oracle Fusion, as Fusion isn't the planning system.

Is it possible for Suppliers to just enter their supply capacities and constraints in the Oracle Fusion Supplier Portal with Supply Chain planning implemented?
