How to reassign reinstated requisition line to another requester

Summary:

We have a situation where our Procurement buyer noticed that there were several reinstated requisition lines requiring action. All of the reinstated lines were tied to POs that were old, and they have Requesters that are no longer with the company. The user wants to reassign these to a requester that is active in the system and cancel them out. We're not sure what the best practice is here as we've never encountered this before. Has anyone else encountered this or have any guidance?
