Generate DOR on Promotion

We want to generate a letter and store in DOR upon completion of the Promotion Transaction in system. The expectation is that a letter template will be stored in one of the folders in reporting which will be linked to the Promote action. Once the promotion is submitted for any employee, it will use that template to generate a letter and store in the DOR of the Employee.

Is there a way to achieve this?
