Enable DTD to XSD conversion in cXML functionality in B2B module of OIC

We have an integration with Ariba that supports only DTD. Therefore, we require a standard tool to convert DTD to XSD, which can be deployed within the Oracle Integration B2B module or external but a standard recommended tool from Oracle. This will ensure that whenever a new DTD/message type is introduced, or an existing DTD message version changes from an Ariba customer, the conversion can be handled seamlessly.
