What REST API will progress a shipment from awaiting processing to complete?

Summary: I used actionCode of 'CreateAndConfirmShipment' with the REST API 'shipmentTransactionRequests' in order to create a shipment. That shipment is currently in 'Awaiting processing' status. I need to complete this shipment, but what REST API do I need to invoke in order to do so. AI says to run what I have below under Code Snippet, but it returns a -1 for the request id and therefore does not progress the shipment. Please advise.
