DFF not populated to value set

The requirement is to have a value set where we can store some legacy data that can be used for reporting purposes.

I have created value set with a value set code: xx_MG_test

I have created Context using same code in FND_VS_VALUES_B, and added one DFF

DFF was deployed

I am expecting the DFF to appear in the value set, but it is not

Can anybody help me understand what I am doing wrong?

I can see this working in other value sets, with same config, that was created a long time ago, where DFF's are visible.
