Backlog Management ESS Job "Release Backlog Planning Results" does not work when all parameters are blank. Job completes successful but it does not release any order

As soon as we put one organization value it works and releases orders.

In oracle documentation it says parameters are optional and if you leave them blank it will release for entire backlog. See oracle doc here: https://docs.oracle.com/en/cloud/saas/supply-chain-and-manufacturing/26b/faspc/release-backlog-planning-results.html#Parameters
