Absence type not visible for HR/Admin

Summary:

Dear all,

We have an absence type which should be visible based on eligibility formula and profile. However, we are unable to see that with seeded or custom Human resource specialist role because the absence type is not visible.

Please look below screenshot-

Addtionally there is fast formula configuration to determine the eligibility of this absence type.

On removing the FF, absence type appears but this does not align with the business requirement.
