After 26A this message appears workflow - 'Approved as an override by time and labor manager'

Summary:

We do a lot of bulk time card uploads in our payroll department. These uploaded time cards consistently get the message

'Approved as an override by time and labor manager (payroll clerk name) ' in our workflows even though these aren't an override.

Is there a way to disable this. or change the data in the upload file so this gets skipped? I didn't see where the proper step in the approval workflow to edit was.
