Catalogs - Category Sets can be switched from Master Level to Org Level control?

I have an Organization Level Catalog that needs to be used in planning, but not sure if that is supported. As of now, we have only worked with Catalogs (Category Sets) controlled at Master Level. Looks like when trying to use an Organization Level Catalog, this does not pick it up by collections.

By looking at Oracle Docs, Org Level Controlled Catalogs are not supported. Wondering if we can switch to Master Level control.

I guess there will be some caveats, confirming all values are exactly the same across the multiple orgs.
