Milestone Billing and Licensing

Summary:

We are implementing milestone billing in project contracts. When we create milestones in contract lines and activate the contract, Oracle automatically creates a financial milestones in project financial plan. This financial milestones in project financial plan requires the project manager or project administrator to change the status to complete to trigger billing in project billing module. I've also noticed when a project administrator changes the financial milestone status to "complete" in project financial plan the system triggers an approval to the project manager.

We would prefer project administrator to change the financial milestone status to "complete", as it fits within the current business processes. As Oracle requires the project manager to approve, does this impact the need for separate project manager licenses.
