In award overview, are options Project and Control Budget Balances. Can UCD hide the second one?

UCD did not implement budgetary control, when a project manager or PI accesses the award overview and selects Control Budget Balances, the screen in some cases is displaying erroneous information. Would like to hide the option Control Budget Balances. If possible, please let me know how to do it.
