substitute item recommendation in material availability assignment

Could you clarify the substitute item recommendation logic in Oracle Fusion Manufacturing? Specifically, does the system recommend a substitute based on the largest available quantity across the inventory organization irrespective of subinventory, or is the recommendation driven by the availability in specific supply subinventories?"

I tested a scenario where Component A has three substitute items:

• Substitute Item 1 has sufficient quantity available in the Supply subinventory.
• Substitute Item 2 has no stock available in any subinventory.
• Substitute Item 3 has more than 300 units available in a non-supply subinventory.

After running the Material Availability with Substitute program, the system recommended Substitute Item 3 instead of Substitute Item 1.
