Remove 'End Assignment" Action from quick action 'Change Assignment'

When one of multiple assignment on same person is ended, we need to make sure, that all details is being captured, as if it was a termination. When using Change Assignment, and then end assignment, we are not having the details of the termination. It is explained in this document how to capture all details when ending one of multiple assignments:

To enforce that HR Specialists are using the Terminate Employment Quick Action, we need to remove the option of ending assignments via Change Assignment quick action.
