OTM – Bulk Plan Order Grouping by Item on Shared First Leg

we're looking for advice on a planning optimization challenge we're facing in Oracle Transportation Management.

Context: We have automated Bulk Plan processes running multiple times per day.

The scenario involves orders that all share a common first leg (same source location), resulting in the Bulk Plan consistently building:r

• A first leg from the source to an intermediate hub (consolidation point), shared across multiple orders
• A second leg per order, from the hub to each order's specific final destination

Capacity Constraint: The rate record associated with the first leg has a maximum order capacity per shipment. This means that if the Bulk Plan extracts a set of orders exceeding that limit in a single run, the system automatically splits them into
