Always Free A1.Flex instance disabled, shows "contact customer support to reenable" after trial end

Hi, my Oracle Cloud Free Trial ended on June 24, 2026 (01:21 AM UTC). I have one VM.Standard.A1.Flex instance that was originally provisioned at 4 OCPU / 24GB, which was the Always Free Ampere A1 limit at the time I created it.

I later found out that Oracle reduced the Always Free Ampere A1 limit from 4 OCPU/24GB down to 2 OCPU/12GB, effective June 15, 2026 — but I was never notified of this change via email or any in-console notice. My instance was simply stopped and then disabled, with no warning beforehand.

When I try to start it, I get:
"Unable to start instance: Instance [OCID] is disabled and will not accept any action requests. Please contact customer support to reenable."
