reject button should not be visible for line manager but for hr it should be visible.how to resolve

Summary:

when an employee resigns the bpm trigers and a notification is send to Line manager with approve and reject option. the client requested that line manager should only have approve option not reject. and the second level approver is HR he should be able to approve/reject/withdraw.
