Tabs on the bottom for Hiring app, Journeys for Redwood pages

Description (Required):

We are getting feedback from many that the tabs on the bottom of the pages like on the Hiring App or the Journeys app are very counterintuitive/missed by users.

Use Case and Business Need (Required):

Ability to put the tabs from the Hiring App or Journeys on the top of the page rather than the bottom of the page.

Enhancement Request / Service Request:

Having the option to put the tabs on the Journey application and the tabs on the Hiring App on the top of the page. If we could do this via a page property in VBS express.
