Enabling DR for OIC

Summary:

We are thinking of enabling DR for OIC, I would like to understand the message pack requirement for enabling DR.

Do we need to buy the additional data packs for enabling DR or, by default, the message packs will be allocated when we enable DR?

When we enable the DR for OIC, do we also need to enable an ATP also in the new data center?
Also, what will be the costs associated with this?
