Missing Create Icon in Manage Change Order Type from FSM

Hi,

I am having issues while trying to create new change order type. I only have option of create from copy but I wanted to created a new change order type from the scratch. We have demo with our 3PL and this issue is blocking the same.

Please find the screen shot attached.

any help to unblock this issue will help us.
