Military Leave Increased Entitlement

We’ve got a plan rule change for our Military Leave. Currently, we offer 120 hours of plan leave entitlement but a new plan rule change says that an employee can have 160 hours as of 7/1/2026, so 40 more ours on top of the 120. I was unable to edit the current rule to change the entitlement from 120 to 160, so I added a sequence 20, for 40 hours. But, the system is not calculating and paying the additional 40 hours. Why is that? What is wrong with our setup? So as of 7/1/2026, an employee should get 120
