Work Pattern feature under Workforce Scheduling vs work schedules

We need a comprehensive guidance document on the usage of the new Work Pattern feature under Workforce Scheduling. Based on our current understanding, the use of work schedules is being discouraged, and we are expected to use work patterns instead. We would appreciate your inputs and clarification on the following queries:
- From when has work schedule support been discontinued?
- Since Work Pattern is available under Workforce Scheduling, is it part of the existing Global HR or Absence license, or does it require a separate paid license?
- Can Work Pattern handle exceptions such as public holidays?
