Remove GED Students from Origination File Update Task in SFP

Description (Required): In SFP, the Origination File Update task will trigger for anyone where the High school completion status field on the ISIR is equal to state recognized high school equivalent, blank, or none of the above. This is not appropriate for VCCS as they frequently have students who have truly earned a state recognized HS equivalent degree. This is not a discrepancy and does not require any action for resolution, in its current state, SFP is creating a large number of tasks which require manual intervention. This task should be fully configurable to allow schools to determine what ISIR responses create
