Enable Role-Based Restriction for Dashboard Creation in Oracle Fusion

Hi,

Currently, dashboard creation privileges are inherited through broader roles that are essential for end users. As confirmed by our technical assessment, there is no available configuration to selectively disable the ability to create dashboards without impacting other required functionalities.

We propose introducing a dedicated privilege or security setting that allows administrators to independently control the creation of dashboards.
