We have configured a custom EFF segment to capture date. Even if the user regional preferences is set to 'dd/MM/yyyy', the custom EFF field continues to display in the UI as 'YYYY-MM-DD'.

We tested with other standard value sets, including GL_SRS_STANDARD_DATE, JEES_STANDARD_DATE (both using the DD-MON-YYYY date format), and HXT_DEFAULT_FORMAT_DATE
