Reopen Help Desk Request smart action isn't available

in Help Desk

Summary:

I'm looking at enabling the "Reopen Help Desk Request" smart action, but I'm not seeing it as one that is available to enable. Has anyone encountered this or am I missing something obvious?

The documentation states it should be available by default: Reopen Help Desk Request.
