Do we capture analytics if user_id is not mentioned in simulation links?

Summary:

Currently OGL Simulations are hosted within our multiple e-learning courses. However, in some of the e-learning courses we have passed the user_id information and in some we haven't. It is quite evident that the user_id sim links will capture the engagement as the run_id for that sim is accounted for that user.

When we don't pass any user info in sim links, OGL captures the engagement as I checked within the report api's in network, however, to whom does the run count gets accounted for?

This is crucial for us to know to identify, if the course content was completed? If yes, then how many times.
