Limit Department field dropdown and LOV in MSS Transactions

Summary:

In MSS and HCM admin flows, the Department LOV currently displays both parent groupings (e.g., BUL1, BUL2) and the actual Department entries that include a six‑digit code at the end of their names. Only the coded entries are valid for use in the Department field.

Because the LOV is unrestricted, users sometimes select BUL1 or BUL2 instead of the correct coded Department.

Is there a supported way in Oracle Fusion to configure the Department LOV so that only the valid coded Department entries are displayed, and the parent BUL1/BUL2 values are excluded?
