Summary:

Initial Load: During implementation, the geography hierarchy (Country, State/Province, County, City, Postal Code, etc.) is typically available out of the box in Oracle geography data
Ongoing Maintenance: Geography data is not static. It can be updated whenever required through the Manage Geographies task (Setup and Maintenance > Manage Geographies)
Oracle does not automatically update geography data as part of regular application releases.
