Unable to create Direct Purchase Requisitions from Manufacturing Work Orders

Summary:

We are in version 26B, we are unable to create direct Requisitions from Manufacturing Work Orders but Maintenance Work Orders.

we have already enabled option "Allow direct purchases for work orders" in Manage Plant Parameter (in Manage Production section)
