Assistance Required to Create a Custom Security Role Within Contracted SKUs

We require functional and technical guidance to create a custom security role in Oracle Fusion (Security Console) that grants access only to the business functions listed below.

Additionally, the user must be able to access the Setup and Maintenance work area, as this access is mandatory to execute the required configuration tasks. The privilege or role that enables access to Setup and Maintenance must be covered by our contracted SKUs and must not introduce access to functionality associated with unlicensed Oracle Cloud services.
