General Performance issues since 26.06 release

Summary:

Since the June release we've been experiencing significant performance degradation with navigation and general tasks in the EPM environment.

Note sure, but I think it's stemming from the recent switch to redwood theme in Access Control.

We have 3.5k groups, which is alot, but previously never caused us a problem. Since June, if we open Access Control and then try to navigate over to another tab, like Variables or Manage users etc, it takes a long to for the screen to catchup. It's as if the screen is still trying to render the Manage Groups listing before it can switch to another view.
